Western Pennsylvania ground is heavy clay over shale, most lots have a slope on them, and the freeze and thaw cycle works on everything through the winter. A driveway takes all of that plus the weight of a vehicle on it every day, plus a plow blade scraping it every winter.
That is why a driveway laid on a thin base cracks, sinks at the edges, and heaves. The base has to be excavated deep enough, stoned, and compacted properly. Everything above it is the easy part.
